โดยให้น้ำหนักลงทุนเพียงปานกลาง (Neutral) ทั้งนี้แม้ว่าการเติบโตของกำไรสุทธิปี 62-63 จะไม่ดีนัก แต่กลุ่มนี้ให้อัตราผลตอบแทนจากเงินปันผลสูง เฉลี่ยราว 7% ต่อปี และราคาหุ้นซื้อขายที่ P/E ต่ำมาก ต่ำกว่า -2SD แล้วที่ 7.8 เท่า จากค่าเฉลี่ย P/E 3 ปีย้อนหลังที่ 9.5 เท่า ในบางครั้งหุ้นอาจจะมีการปรับตัวเพิ่มขึ้นระยะสั้น จากราคาหุ้นลดลงมาก ปันผลสูง แนวโน้มอัตราดอกเบี้ยลดลง และมาตรการกระตุ้นจากภาครัฐ แต่คาดว่าจะไม่ยั่งยืน ตามแนวโน้มธุรกิจที่ยังไม่สดใส

นอกจากนี้ แม้ว่าราคาน้ำมันดิบจะปรับลดลง แต่บมจ.ปตท.สำรวจและผลิตปิโตรเลียม (PTTEP) ยังสามารถจ่ายเงินผลได้ และยืนยันว่าการเลื่อนแผนลงทุนบางโครงการออกไปไม่ใช่เพื่อนำเงินมาจ่ายปันผลแทน แต่เป็นการพิจารณาจากความเหมาะสม ส่วนกระแสเงินสดของกลุ่ม PTT ยังมีมากพอ และไม่จำเป็นต้องระดมทุนในช่วงนี้ แต่อาจจะต้องทบทวนค่าใช้จ่ายต่างๆที่ไม่จำเป็นที่คาดว่าจะแล้วเสร็จในไตรมาส 1/59 ซึ่งจะไม่กระทบต่อแผนการลงทุนด้านโครงสร้างพื้นฐานของกลุ่มที่ได้เตรียมเงินไว้แล้ว
