นายสมคิด กล่าวว่า สถานการณ์ตอนนี้ต้องมีมาตรการกระตุ้นเศรษฐกิจที่แรงพอสมควร เนื่องจากช่วงไตรมาสที่ 2 เป็นช่วงเลือกตั้ง เห็นได้ชัดว่าการเบิกจ่ายของราชการน้อยจากปกติ การเบิกจ่ายงบลงทุนรัฐวิสาหกิจต่ำกว่าเป้า การส่งออกก็ไม่ดีจากภาวะเศรษฐกิจโลก จึงถึงเวลาที่ต้องใช้มาตรการกระตุ้นเศรษฐกิจ โดยภายหลังการประชุม ครม.เศรษฐกิจเสร็จสิ้นแล้ว นายอุตตม จะแถลงมาตรการที่ออกมาทั้งหมด ซึ่งเป็นมาตรการที่อยู่ภายใต้การกำกับของกระทรวงการคลัง
